Turkey blames Syrian Kurd for Ankara bombing Turkey blamed a Syrian Kurdish fighter working with Kurdish insurgents inside the country for a suicide car bombing that killed 28 people in the capital Ankara, and vowed retaliation in both Syria and Iraq, Reuters reported. A car laden with explosives detonated next to military buses transporting Turkish military personnel late Wednesday. Turkish Prime Minister Ahmet Davutoglu said there was clear evidence that the Syrian Kurdish People’s Protection Units (YPG) was a terrorist organization and that Turkey expected cooperation from its allies in combating the group. “Yesterday's attack was directly targeting Turkey and the perpetrator is the YPG and the divisive terrorist organization PKK. All necessary measures will be taken against them," Davutoglu said in a televised speech. Davutoglu named the suicide bomber as Salih Necar, born in 1992 and from the Hasakah region of northern Syria, and said he was a member of the YPG. The U.S. backs the YPG, which has been one of the most effective groups in Syria fighting the Islamic State. Turkey accuses the YPG of being aligned with the Kurdistan Workers Party (PKK), which has waged a three-decade insurgency in Turkey for autonomy. Davutoglu accused the PKK of collaborating in the car bombing. Within hours, Turkish warplanes bombed PKK bases in northern Iraq, Reuters reported. Turkey will continue to shell the YPG in northern Syria, Davutoglu said, promising that those responsible will “pay the price”. The political arm of the YPG denied involvement in the bombing, while a senior member of the PKK said he did not know who was responsible. Cessation of hostilities deal to come into effect The Syrian cessation of hostilities deal reached by world powers last week in Munich roles into effect tomorrow morning, but whether it is abided by waits to be seen. Fighting has intensified since world powers announced the deal last Friday, and on Thursday the U.N. said current conditions in Syria make it “extremely difficult” to envisage the deployment of monitors to observe a ceasefire, Reuters reported. "The operating environment in Syria will likely remain highly fragmented, volatile and militarized for the foreseeable future," U.N. Secretary-General Ban Ki-moon wrote in a letter to the Security Council. "Achieving any form of verification of actions committed by the parties would also be almost impossible in the current context." But the possibility of success is still alive. In response to remarks by the Syrian president that his military would recapture all of Syria, Russia ordered Damascus to abide by the deal. Bashar al-Assad made the comment in an exclusive interview with Agence France Presse last week. After months of setbacks, his military is on the advance thanks to Russian-backed air strikes. Russia’s envoy to the U.N., Vitaly Churkin, said Moscow was working toward a peaceful settlement for Syria, and that attempting to recapture territory would be a futile exercise that would drag the conflict on indefinitely. "In this case I think that we ought to be guided not by what he (Assad) says, with all my respect to the remarks of such a high-ranking person, but by what he does in the end,” Churkin said. “If the Syrian authorities... follow Russia's lead in the resolution of this crisis, then they have a chance to get out of it with their dignity intact." “If they take the position that they don't need any ceasefire, and they need to fight on to the end and to victory, then this conflict is going to carry on for a very long time. And it's frightening to imagine that," he added said. U.N. to airdrop aid into Syria The U.N. will airdrop food for tens of thousands of Syrian civilians over the next few days in a plan to deliver aid to all of the country’s 18 besieged areas within a week, The Guardian reported. Jan Egeland, head of the U.N. task force on humanitarian access to Syria, said Thursday that the U.N.’s World Food Programme (WFP) had a “concrete plan” for using airdrops to get food to the city of Deir ez-Zor, where 200,000 people surrounded by the Islamic State are enduring severe food shortages and rapidly deteriorating conditions. Some Deir ez-Zor residents have reportedly died from starvation. Egeland told reporters about the plan a day after U.N. aid convoys reached five besieged areas. Hospitals in Syria stop sharing locations after ‘deliberate’ attacks Hospitals in opposition-held areas in Syria are refusing to share GPS coordinates with Russian and Syrian authorities because of repeated attacks on medical facilities and workers, The Guardian reported. Doctors Without Borders (MSF) said it make the decision amid concerns that providing locations could make hospitals a target. On Monday, missiles struck an MSF-supported hospital in northern Syria, killing 11 people. Many have accused the Syrian or Russian government of being behind the attack - which Moscow denies. Joanne Liu, MSF International president, told reporters in Geneva that deliberate attacks on civilian infrastructures were routine. “Healthcare in Syria is in the crosshair of bombs and missiles. It has collapsed,” Liu said. “Let me be clear: attacks on civilians and hospitals must stop. The normalisation of such attacks is intolerable.” Humanitarian officials, speaking on condition of anonymity, told the Guardian that the Syrian government has explicitly threatened to bomb a hospital in a besieged suburb of Damascus if it continues to admit emergency cases, and said doctors and families were targeted by the regime.
